Özet: Carl Schmitt’in siyasal kuramında “devlet çağı” kavramı, açık ve net ayrımların yapılabildiği Batı Avrupa kamu düzenini anlatır. Bu çağın temel özelliği iç ve dış, savaş ve barış, taraf ve tarafsızlık gibi temel ayrımlara dayalı kamu hukuku sorunlarının da net bir biçimde formüle edilip çözülebildiği bir çağdır aynı zamanda. Buna karşın, 20. yüzyılın son çeyreğinde yaşanan siyasal ve sosyal dönüşümler, neoliberal siyasal rasyonaliteyi küresel ölçekte yaygın kılmaya çalışmaktadır. Çağımızda hâkim bir toplum modeli haline gelen neoliberal toplumun dünyası, post-politik toplumdur. Bu çalışmada, içinde bulunduğumuz post-politik çağda, “siyasal olanın” yeniden anlamlandırıldığı fikrinden hareketle yeni bir devlet etiğine olan ihtiyaca ilişkin bir perspektif geliştirilmesi amaçlanmaktadır.

STATE ETHICS IN THE AGE OF POST-POLITICS

Abstract: In Carl Schmitt's political theory, the concept of “state age” describes the Western European public order, where clear distinctions can be made. The main feature of this age is that the problems of public law based on basic distinctions such as internal and external, war and peace, party and impartiality can be formulated and resolved clearly. On the other hand, the political and social transformations experienced in the last quarter of the 20th century are trying to make neoliberal political rationality widespread on a global scale. The world of neoliberal society which has become a dominant model of society in our age is a post-political society. In this study, it is aimed to develop a perspective on the need for a new state ethics, based on the idea that the “political” is re-interpreted in the post-political age we live in.
