Özet: Türkiye’de güvenlik devletinin oluşumu hem küresel siyasetteki dönüşümlerden etkilenmiş hem de Türkiye’nin güvenlik bakiyesinin çeşitli unsurlarını barındırmıştır. Bu makale, Türkiye’de güvenlik devletinin oluşumunun yasal ve kurumsal izlerini takip etmektedir. Böylece devlet ile nüfus arasında kurulan iktidar ilişkilerini değerlendirmektedir. Bu kapsamda makalenin temel önermesi Türkiye’de devletin dönüşümünün yeni egemenlik kiplerini ürettiği ve bunu da güvenlikleştirme politikaları kapsamında ortaya çıkan iktidar ilişkileri ekseninde elde ettiğidir. Makale, güvenlikleştirme politikaları bağlamında gerçekleşen bu dönüşümle birlikte egemenin yeni sureti üzerine tartışma yürüterek sonlanmaktadır.

TRANSFORMATION OF STATE IN THE 21ST CENTURY: SECURITY STATE AND TURKEY EXPERIENCE

Abstract: The formation of the security state in Turkey has both been affected by the transformations in global politics and has contained various elements of Turkey's security balance. This article follows the legal and institutional traces of the formation of the security state in Turkey. Thus, he evaluates the power relations established between the state and the population. In this context, the main proposition of the article is that the transformation of the state in Turkey produces new modes of sovereignty and this is achieved in the axis of power relations emerging within the scope of securitization policies. The article ends with a discussion on the new image of the sovereign with this transformation in the context of securitization policies.
